Panda and Hyper Panda makes up a large chain of supermarkets in Saudi Arabia, along the lines of Super Target. In the past couple of years, the company has also gobbled up other big stores that were its competition. This building was one of those and this is how Hyper Panda spread the word of its new location, with bright rotating lights that changed colors. Very attention-getting.
